The first members of the National Lotteries Board were appointed in 1998, the year following the passing of the Lotteries Act. Under the chairmanship of Mr Joe Foster, the board prioritised the task of advising and assisting the Minister of Trade and Industry in awarding a licence to a suitable operator to run South Africa’s first National Lottery for the first seven years. This sub-programme coordinates and funds health care infrastructure to enable provinces to plan, manage, modernise, rationalise, and transform infrastructure, health technology and hospital management, and improve the quality of care.
